Lawn Irrigated with City Water

Must have a lawn irrigated with potable City water prior to conversion.

Plants

Must use climate-appropriate plants, water wise irrigation and mulch (minimum 3" depth).

What is the Commercial Landscape Conversion Rebate Program?
Who is this program for?

The rebate program provides financial incentives for commercial property owners to replace grass with water-efficient landscaping. Eligible participants can receive up to $5 per square

Why is the City offering this rebate?
How long does it take to get approved?

This program helps reduce water consumption and promotes sustainable landscaping by encouraging businesses to replace high-water-use grass with drought-tolerant plants and efficient irrigation systems. The program is funded through a grant from the California Department of Water Resources Urban Community Drought Relief Program.

Who is eligible to apply?

The rebate is available to commercial property owners and authorized representatives with a lawn irrigated with potable water from the City of Yuba City. Multi-family sites with 5 or more units are eligible to apply.

When can I start my project?
What if I have already stopped watering my lawn?

You must receive written approval from the City before beginning any work, including removing grass. Projects started before approval will not qualify for the rebate.

What type of landscaping qualifies?
Who is this program for?
  • To qualify for the rebate, your project must include:
  • Climate-appropriate, drought-tolerant plants that cover at least 50% of the area at full growth
  • A minimum of three inches of mulch in non-hardscaped areas
  • Irrigation upgrades, such as drip irrigation, bubblers or high-efficiency nozzles
  • Lawn removal via sheet mulching or sod removal
Are there restrictions on what can be planted in my new landscape?
How long does it take to get approved?

Yes. The WUCOLS Plant Search Database website is designed to help users create a landscape plan based on plant water use within their region. Follow the link to WUCOLS Plant Search Database. Plants listed for Yuba City as “very low,” “low” or “moderate” water use plants qualify as climate-appropriate for the rebate program. Other plant selections may be submitted to City staff for consideration on a case- by-case basis.

  • Simply covering grass with mulch without proper removal
  • Installing artificial turf or no-mow grass
  • Overhead spray irrigation (except in approved cases)
  • Using invasive or non-climate-appropriate plants
What does NOT qualify for the rebate?

You must complete your project and schedule a post-installation inspection by April 30, 2026 to qualify for a rebate.

How long do I have to complete my project?

Rebates are issued 6-8 weeks after final review.
